Why a US package may be labelled as one serving or with two columns
Understand the package-to-reference-amount boundaries behind US serving columns without treating a serving as an instruction to eat it.
A US package can be larger than the reference amount used for its food category and still be labeled as one serving. To understand that arrangement, separate the category's reference amount, the amount sold in the package and the serving printed on the panel.
A reference amount is part of the labeling method
Reference amounts customarily consumed, often shortened to RACCs, help determine serving declarations. They are not identical to every package's printed serving. The FDA's serving-size explanation also makes a practical distinction: a serving reflects customary consumption, not a recommendation about how much someone should eat.
Under 21 CFR 101.9(b)(6), a product packaged and sold individually with less than 200% of the applicable reference amount is considered a single-serving container. Section (b)(12) generally requires per-serving and entire-package columns for individually sold packages containing at least 200% and up to and including 300%, subject to its exceptions.
Try the boundary with a stated assumption
For this abstract exercise only, assume the applicable RACC has already been correctly established as 100 g. This is not a claim about any real food category.
| Individual package | Share of assumed RACC | Starting rule to inspect |
|---|---|---|
| 199 g | 199% | Less-than-200% single-serving provision |
| 200 g | 200% | 200%–300% dual-column provision and exceptions |
| 300 g | 300% | The upper boundary is included |
| 301 g | 301% | Outside this particular mandatory range |
The last row does not exempt a product from other nutrition-labeling requirements. Nor does the first row mean the shopper should finish 199 g at once.
Check the exceptions before diagnosing an error
The dual-column provision excludes certain qualifying small-label formats and specified product situations. These include particular preparation or combination-food columns, multiple population-reference columns, popcorn columns and varied-weight products. The regulation also addresses voluntary nutrition information for raw fruit, vegetables and seafood. Read the relevant conditions rather than applying the percentage range alone.
Another detail prevents a misleading shortcut: above 150% and below 200% of the reference amount, an additional common-household-measure column may be provided voluntarily alongside the container column. Two columns therefore do not, by themselves, establish which rule produced the layout.
For a real package, record the category and its current reference-amount source, whether the package is sold individually, its quantity and the actual column headings. If the applicable category is unknown, leave the classification unresolved instead of selecting a convenient RACC.
